  • Lead the development, coordination and implementation of national Medicaid, CHIP and BHP program policy.
  • Develop, interpret, and applies laws, regulations, and policies that directly govern the operation and management of the Medicaid, CHIP, and BHP programs and works extensively with states to ensure their effective implementation.
  • Direct implementation of operational policies and procedures aimed at facilitating the states' ability to expand health insurance coverage and access to care to beneficiaries
  • Identify health care policy concerns affecting low-income beneficiaries and manages the development and implementation of quality improvement strategies, including developing quality measures for children and adults.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing the development and implementation of policies and operational processes related to the administration of the Medicaid, CHIP or BHP program at the state or federal level; 2) Collaborating with state or national stakeholders to assess and to address technical needs to ensure successful Medicaid, CHIP or BHP program operations; 3) Managing work activities for subordinate employees and related resources to support advancements needed to accomplish the organization's mission in regard to Medicaid, CHIP or BHP; AND 4)Producing or editing technical Medicaid, CHIP or BHP program policy designs or reports, policy statements at the state or national level as well as other documents (i.e. briefing papers, recommendation reports, decision papers) and providing clear communication (through briefing, slide deck or talking points) for senior management decisions.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Workplace Flexibility at CMS: This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
