Duties

Help
  • Designs and develops data systems, tools, and dashboards to improve efficiency. Analyzes data needs, enhances integration, and sets standards to meet organizational goals. Aids in planning system requirements for effective data management.
  • Designs and develops APIs, microservices, and web UIs; builds serverless functions and message systems. Manages code, optimizes apps, performs cluster computing, codes in Java/Kotlin/Scala/C#/Python/R, and runs validation and security tests.
  • Designs and provisions cloud infrastructure to support CMS’s mission. Builds network architecture, modernizes systems, enhances data tools, manages containers and orchestration, and ensures high-quality customer service and operational efficiency.
  • Builds, operates, and scales cloud infrastructure with load balancing and security; Uses AWS/Azure, manages network devices, and sets best practices for automation, monitoring, and analytics.
  • Provides cybersecurity guidance, enforces access standards, and manages security policies. Assesses risks, recommends solutions, reviews CVEs, and develops threat models and API security requirements to protect systems, data, and infrastructure.

You must have IT-related experience demonstrating each of the four competencies listed below:

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Experience designing and developing software systems, applications, and system-to-system integrations to achieve specified outcomes and architectures for data management; 2) Providing technical support and consultation to stakeholders in the area of health care IT systems; 3) Analyzing and reviewing IT systems and related policies for federal requirements and compliance; AND 4) Experience designing and developing comprehensive data management systems, data warehouses, and data lakes to achieve specified outcomes and capabilities for large-scale healthcare data processing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
